Offset in time-off and absence-period is not the same

If you check Offset attribute in time-off its just page number but if you check the same attribute in absence-period API it is number of records in the list. We have built our logic around offset as number of records for pagination e.g. 3 pages total limit 25 offset 25 which is equal to page 2. Is this a bug or it will stay as is for time-off?
